[SMM Hydrogen Policy Update] Jilin Governor Hu Yuting: Actively Seize the New Track of "Green Hydrogen+" Industry Development

On November 13, Hu Yuting, Deputy Secretary of the Jilin Provincial Committee of the CPC and Governor, presided over a special meeting on high-quality development of the "green hydrogen +" industry. The core objective was to amplify resource advantages through extraordinary measures, seize the new track of the "green hydrogen +" industry, and transform resource advantages into development advantages, injecting new momentum into Jilin's high-quality development.

The meeting heard reports on the action plan for green electricity conversion and the development of the green hydrogen industry, as well as the development plan for the 15th Five-Year Plan period. It focused on expanding the application scenarios of green electricity and promoting local consumption and conversion, and deployed relevant implementation measures.

Development Foundation and Core Positioning

Hu Yuting pointed out that Jilin has a unique combination of abundant wind and solar power resources, superior geographical conditions, mature industrial support, and ample land and water resources, making it an ideal place for developing the new energy industry. In recent years, the provincial Party committee and government have continuously strengthened policy support, innovated business models, accelerated project layout, and improved the industrial ecosystem, leading to rapid growth in new energy installations and achieving leapfrog development.

Looking ahead to the 15th Five-Year Plan period, it is essential to capitalize on the current momentum, scale up and improve the quality and efficiency of new energy development and conversion, expand diverse application scenarios, and strengthen the "green hydrogen +" industry chain. This will make the new energy industry a core pillar and competitive edge for fostering new quality productive forces, building a modern industrial system, and enhancing investment attraction.

Key Promotion Measures

  • Strengthen top-level design, guided by the "dual carbon" goals, and develop specialized plans for the new energy and hydrogen industries, clarifying the scale of the industry, implementation pathways, and breakthrough directions.
  • Optimize the policy environment, integrating existing policies at all levels and innovating institutional mechanisms, with the expectations and experiences of market entities as the benchmark for policy evaluation, creating a strong atmosphere for the competitive development of new energy.
  • Enhance factor support, ensuring that power grid connections are made as much as possible, formulating rules for private capital entry and optimizing the pricing mechanism for new energy, to ensure that green electricity projects can be connected immediately upon completion and that the marginal benefits of enterprises are guaranteed.
  • Expand application scenarios, establishing the concept that "green electricity is a valuable industrial raw material," and project-based, engineering-driven promotion of demonstration projects in areas such as hydrogen metallurgy, hydrogen transportation, and rural distributed clean heating.
  • Break through technological bottlenecks, focusing on key links such as solid-state storage and transportation of hydrogen, increasing scientific and technological efforts, and promoting the commercialization, scaling, and industrialization of solid-state hydrogen storage, completing the transition "from the laboratory to the market."
